Since the cost is determined only by destination number and it doesn't matter where you are calling from, this page shows the rates you need (for automatic calculations, try the Skype call cost calculator). As for your 2nd question, unfortunately, Skype numbers are not available in Canada.

    Can i call from palistan to pakistan if i buy credit? I currently am in Hongkong and have a HK number now, now i can restrict my caller id, if i move to pakistan and finish the number and use skype credit to call can i hide caller id
